Chapter 15, Section No. 15.2- Mixed Use in Residential Areas, Types and Extent of Mixed Use Permissible

According to the Master Plan, three broad types of mixed use shall be permissible in residential premises:

  1. Commercial activity in the form of retail shops in plots abutting notified mixed use streets.
  2. Professional activities- These activities refer to services which are based on professional skills. Professional activities are carried out by doctors, lawyers, architects, and chartered accountants, company secretaries, cost and works accountants, engineers, town planners, media professionals and documentary Film makers, management professionals and dieticians and nutritionists.
  3. The 'Public and Semi-Public' activities listed in the 'Other activity’ category in Section 15.7. These activities are-
  • Pre-primary school (including nurseries/ Montessori schools, creches).
  • Nursing homes, Clinics, Dispensaries, Pathology labs and Diagnostic centers, Wellness Centres
  • Guest houses
  • Banks
  • Fitness Centres
  • Coaching centres / tuition centres
  • Non Governmental Organisations (NGOs)
  • Vocational training centres
  • Hostels, paying guest accommodation

The type and extent of mixed use permissible in each category of colony, i.e., from A to G is as follows-

  1. Categories A and B-
  2. Professional activity, subject to conditions given in paragraph 15.8.
  3. Mixed use and commercial activity in an area equivalent to the size of one plot, in plots abutting Master Plan roads that are notified as mixed use streets, and commercial streets respectively.
  4. Commercial activity on mixed use streets, within A & B category colonies, earlier notified under MPD-2001, will not be allowed to continue, with immediate effect.

2.  Categories C & D-

  • Mixed use in the form of retail shops will be allowed as per the conditions enlisted in paragraph 15.6. It will be allowed on plots abutting notified mixed use streets.
  • ‘Other activities’ enlisted in para 15.7 shall be permissible in plots abutting-
  • (i) roads of minimum 18 metres ROW in regular plotted development areas,
  • (ii) roads of minimum 13.5 metres ROW in rehabilitation colonies and,
  • (iii) roads of minimum 9 metres ROW in the Walled City, regularized-unauthorized colonies, resettlement colonies, Special Areas, and urban villages. The conditions related to 'Other Activities'  are given in para 15.7.
  • The future notification of the following types of mixed use streets in colonies C and D, shall be subject to consultation with Resident Welfare Associations (RWAS)-

(i) Mixed use streets having a minimum 18 m ROW in regular residential plotted development.

(ii)  Mixed use streets having a 9 m ROW in rehabilitation colonies.

(iii) Any road in regularized- unauthorized colonies, resettlement colonies, the Walled City, Special Area and urban villages.

  • Mixed use shall be permissible in pedestrianized shopping streets.
  • Professional activities shall be permissible as per conditions laid down in para 15.8.

3.  Categories E, F and G-

  • Retail shops shall continue to be permissible as per conditions in para 15.6., in plots abutting notified mixed use streets.
  • ‘Other activity’ enlisted in para 15.7 shall be permissible in plots abutting

(i)   Roads of minimum 18m ROW in regular plotted development,

(ii)  Roads of 13.5m ROW in rehabilitation colonies and

(iii) 9m ROW in Walled City, regularized-unauthorized colonies, resettlement colonies, Special Areas, and urban villages, subject to conditions in para 15.7.

  • The future notification of the following types of mixed use streets in colonies E, F and G, shall be subject to consultation with Resident Welfare Associations (RWAS)-

(i) Mixed use streets having a minimum 18 metres ROW in regular residential               plotted development.

(ii) Mixed use streets having a minimum 9 metres ROW in rehabilitation                          colonies.

(iii) Any road in regularized-unauthorized colonies, resettlement colonies,                       the Walled City, Special Area and urban villages.

  • Mixed use shall be permissible in pedestrianised shopping streets.

4.   Group housing in all categories of colonies

  • Only professional activity, small shops and tuition centres for school children will be permitted.
  • Retail shops specifically provided for in the lay out plan of group housing under para 15.4 would be permissible.
  • In case of Employer Housing (government housing, institutional/ staff housing of public and private agencies), the use activities permitted in Table 4.3 for ‘Residential Plot- Group Housing’ will be allowed as part of the approval of the Layout Plan. Non-residential activity will not be permitted within a residential use plot/ flat.

With respect to colonies falling in the NDMC area Excluding Lutyens' Bungalow Zone, government housing, institutional and staff housing of public and private agencies and buildings / precincts listed by the Heritage Conservation Committee, only the existing mixed use streets / stretches will be notified by NDMC.
