Types of Mixed Use Permitted in Different Types of Residential Colonies

What is 'Mixed Use'?

Through the Master Plan, the DDA demarcates land into different types of ‘land use’ zones such as, agricultural, residential and commercial zones. A specific list of activities is allowed in each zone. For instance, automobile repair shops and liquor shops can be set up only in commercial zones. ‘Mixed Use’ refers to the combining of different types of land uses in one area. In this section, the Master Plan determines the extent and types of Mixed Use permissible in each category of colony, i.e., from A to G (to see the complete list of colonies in each category and read the rationale behind the categorisation, click here.).

The DMP allows for 3 types of Mixed Use in the residential colonies. They are-

  1. Commercial activities in the form of retail shops in plots abutting notified mixed use streets. The Delhi government notifies streets as ‘Mixed Use streets’ from time to time;
  2. Other Activities;
  3. Professional activities.

TYPE OF MIXED USE PERMITTED IN COLONIES UNDER 'A' AND 'B' CATEGORIES-

  • Professional activities, subject to conditions given in paragraph 15.8.
  • Mixed use and commercial activities in an area equivalent to the size of one plot, in plots abutting notified mixed use streets, and commercial streets respectively.
  • Commercial activity on mixed use streets, within A & B category colonies, earlier notified under Master Plan of Delhi (MPD)-2001, will not be allowed.

TYPE OF MIXED USE PERMITTED IN COLONIES UNDER 'C' AND 'D' CATEGORIES-

  • Mixed use in the form of retail shops will be allowed as per the conditions enlisted in paragraph 15.6. It will be allowed on plots abutting notified mixed use streets.
  • Mixed use is permissible in pedestrianised shopping streets.
  • Professional activities is permissible as per conditions laid down in para 15.8.
  • ‘Other activities’ enlisted in para 15.7 shall be permissible in plots abutting-
  1. Roads of minimum 18 metres ROW in regular plotted development areas,
  2. Roads of minimum 13.5 metres ROW in rehabilitation colonies and,
  3. Roads of minimum 9 metres ROW in the Walled City, regularised-unauthorised colonies, resettlement colonies, Special Areas, and urban villages. The conditions related to 'Other Activities'  are given in para 15.7.
  • The future notification of the following types of mixed use streets in colonies C and D, shall be subject to consultation with Resident Welfare Associations (RWAS)-
  1. Mixed use streets having a minimum 18 m ROW in regular residential plotted development.
  2. Mixed use streets having a 9 m ROW in rehabilitation colonies.
  3. Any road in regularised- unauthorised colonies, resettlement colonies, the Walled City, Special Area and urban villages.

TYPE OF MIXED USE PERMITTED IN COLONIES UNDER CATEGORIES 'E', 'F' AND 'G'-

  • Retail shops shall continue to be permissible as per conditions in para 15.6., in plots abutting notified mixed use streets.
  • Mixed use shall be permissible in pedestrianised shopping streets.
  • ‘Other activity’ enlisted in para 15.7 shall be permissible in plots abutting-
  1. Roads of minimum 18m ROW in regular plotted development,
  2. Roads of 13.5m ROW in rehabilitation colonies, and
  3. 9m ROW in Walled City, regularised-unauthorised colonies, resettlement colonies, Special Areas, and urban villages, subject to conditions in para 15.7.
  • The future notification of the following types of mixed use streets in colonies E, F and G, shall be subject to consultation with Resident Welfare Associations (RWAS)-
  1. Mixed use streets having a minimum 18 metres ROW in regular residentiAL plotted development.
  2. Mixed use streets having a minimum 9 metres ROW in rehabilitation colonies.
  3. Any road in regularised-unauthorised colonies, resettlement colonies, the Walled City, Special Area and urban villages.

MIXED USE PERMITTED IN GROUP HOUSING IN ALL CATEGORIES OF COLONIES

  • Only professional activities, small shops and tuition centres for school children are permitted.
  • Retail shops specifically provided for in the layout plan of group housing under para 15.4 would be permissible.
